FINANCIAL SUSTAINABILITY CHALLENGES IN SELF-FINANCED MUNICIPAL ENTITIES OF THE SANTA ANA CANTON

Resumen
The present research, performs an analysis of the challenges of financial sustainability in the Property Registry of Canton Santa Ana, since it acquired an autonomous status since 2019. In order to accomplish the aforementioned, a compilation of information about the factors that intervene in financial sustainability in independent public entities is carried out. Next, a data collection instrument was designed and applied to the administrative body of the property registry in order to know whether the organization achieved financial sustainability or not. Among the main results found, it was evidenced that the land registry of Canton Santa Ana still has several challenges to overcome in order to achieve financial sustainability in terms of organizational structure, economic stability and communication with its clients. In the main conclusions it is mentioned that this entity, although it must improve its organizational aspects, currently meets its planned objectives based on the budget established annually, while its financial structure improved substantially since its decentralization in 2019.
Keywords: Sustainability, Financial, Entities, Public, Challenges.} La presente investigación, realiza un análisis de los desafíos de la sostenibilidad financiera en el Registro de la Propiedad del Cantón Santa Ana, puesto que adquirió un estado de autonomía desde el año 2019. Para cumplir lo mencionado, se realiza una recopilación de información acerca de los factores que intervienen en la sostenibilidad financiera en entidades públicas independientes. Seguidamente se diseña un instrumento de recolección de datos que fue aplicado al cuerpo administrativo del registro de la propiedad con la finalidad de conocer si la organización alcanzó o no la sostenibilidad financiera. Entre los principales resultados encontrados, se evidenció que el registro de la propiedad del cantón Santa Ana aún posee varios desafíos que superar para alcanzar la sostenibilidad financiera en materia de estructura organizacional, estabilidad económica y comunicación con sus clientes. En las principales conclusiones se menciona que esta entidad, pese a que debe mejorar sus aspectos organizacionales, en la actualidad si cumple con sus objetivos planificados en base al presupuesto establecido anualmente, mientras que su estructura financiera mejoró sustancialmente desde su descentralización en el año 2019.
