dc.descriptionIt is shown how the sub-quotient constitutes a barrier that has produced in the last eight elections a parliament that concentrated the representation on the politicalparties that obtained the largest number of votes, discriminating against the weaker ones. If revoked the composition of the parliament will better represent the preferencesof voters. The distortion of the electoral preferences in the last eight elections reached its peak in the 2006 general elections. It is hypothesized that the legislativedisproportionality will set a favorable background for civil disturbance to arise.en-US
dc.descriptionSe demuestra como la barrera del sub-cociente ha producido, en las últimas ocho elecciones, una composición de la Asamblea Legislativa que ha concentrado larepresentación en los partidos mayoritarios y que de ser derogada producirá un mejor reflejo de las preferencias de los electores. El deterioro en el reflejo de lavoluntad del electorado alcanza la máxima expresión en las elecciones del 2006. Se presenta la hipótesis de que esta desproporcionalidad en la representación legislativa propicia las manifestaciones de las opiniones de los ciudadanos por otros medios que podrían causar disturbios civiles.es-ES
