A partir de la práctica empresarial realizada por los autores de este Proyecto de Grado en la Secretaría de planeación de Pereira, Unidad de Gestión Ambiental Municipal y de Servicios Públicos Domiciliarios, enmarcada en la consolidación del Sistema de Gestión Ambiental Municipal de Pereira -SIGAM, se desarrolló una Estrategia de Gestión Ambiental -EGA para el municipio de Pereira. El diseño que se plasmó en el presente documento se realizó a partir de un diagnóstico retrospectivo, actual y tendencial de lo que ha representado y representará la gestión ambiental municipal en Pereira. La metodología orientadora del proceso fue la Prospectiva Estratégica de Michel Godet. Se definieron las principales variables ambientales que componen la GAM a través del método MICMAC y se clasificaron según su grado de influencia o dependencia sobre el sistema GAM. Se identificaron los actores municipales relacionados, además de objetivos estratégicos comunes, con el fin de evidenciar las potenciales relaciones estratégicas o conflictos entre los mismos. Lo anterior a través del método MACTOR. Luego, se descompuso el sistema GAM en dimensiones y seguidamente se formularon diferentes hipótesis para cada una de las mismas (económica, cultural, política, etc.), donde con ello se presentaron tres (3) escenarios distintos: escenario pesimista, escenario tendencial y escenario deseado. El fin principal de la EGA y todos sus componentes incluidos en este documento (Misión y Visión Ambiental, Valores Ambientales, Líneas Estratégicas, Proyectos Estratégicos y Mecanismo de Coordinación Inter-actoral), apuntan en alcanzar el escenario deseado. Por lo tanto, la EGA pretende ser un instrumento de planificación que oriente el quehacer ambiental de la administración municipal en el corto, mediano y largo plazo. From business practices by the authors of this Project in Planning Ministry of Pereira, Environmental Management Unit and Residential Public Services, framed in the consolidation of the Environmental Management System, has developed an Environmental Management Strategy –EMS- for the municipality of Pereira. The design reflected in this document was made from a retrospective, which is currently a diagnosis of what has represented and represents Municipal Environmental Management –MEM- in Pereira. The methodology guiding the process was the Strategic Prospective from Michel Godet. The main environmental variables that make up the MEM were defined through the MICMACS method and were classified according to their degree of influence or dependency on the MEM system. We identified municipal actors involved, as well as strategic objectives, to highlight the potential strategic relations or conflicts between them. The above was made through the MACTOR method. Then, the MEM system was decomposed in dimensions and then different hypothesis were made for each of them (economic, cultural political, etc.), where for it three (3) different scenarios were presented: pessimistic scenario, trend scenario and stage desired. The main purpose of the EMS and all its components included in this document (Environmental Mission and Vision, Environmental Values, Strategic Lines, Strategic Projects and Coordinating Mechanism Inter-acting), point to achieve the desired scenario. Therefore, the EMS is intended to be a planning instrument to guide environmental management in the short, medium and long term.
