Basic education in Puebla during the government of Guillermo Jiménez Morales (1981-1987)

Abstract

En este escrito se presenta el avance de un trabajo más amplio sobre la política educativa estatal que se desarrolló para el nivel básico en el estado de Puebla (México), durante el periodo de gobierno de Guillermo Jiménez Morales, de 1981 a 1987. El trabajo considera tres aspectos de la política educativa en el estado: los propósitos educativos explícitos formulados y difundidos por las autoridades estatales; la creación de las escuelas secundarias por televisión (telesecundarias) como un elemento esencial para el análisis de este periodo y, finalmente, el conjunto de datos publicado respecto al comportamiento del sistema educativo, en cuanto a matrícula, profesores, escuelas y gasto en educación.

In this paper an advance of more extensive work on state education policy that was developed for the basic level in the state of Puebla (Mexico) is presented, during the government of Guillermo Jiménez Morales, from 1981 to 1987. The paper considers three aspects of education policy in the state: the explicit educational purposes formulated and disseminated by the state authorities, the creation of secondary schools on television (telesecundarias) as an essential element analysis of this period and finally dataset published on the behavior of the educational system, in terms of enrollment, teachers, schools and education spending.
