La evasión fiscal en la economía informal: consideraciones para una reforma fiscal en México

El presente trabajo analiza los factores más citados para estudiar el fenómeno de la informalidad en México. Se apoya el supuesto de que no solo factores de exclusión, sino también de escape, influyen en la decisión de los individuos de aceptar un empleo formal o informal en México. El estudio se realiza a nivel nacional y regional. A nivel nacional, con datos provenientes de la Encuesta Nacional de Ingresos y Gasto de los Hogares (ENIGH) 2012, y con un modelo econométrico tipo probit, se llega al resultado de que la calidad en el servicio de las instituciones de seguridad social como IMSS e ISSSTE, influye en un 38 % en la decisión de los trabajadores de ser informales, mientras que a nivel regional, con información del Módulo de Condiciones Socioeconómicas (MCS) 2014, se muestra que los factores más comunes para explicar el fenómeno de la informalidad, influyen de distinta manera a cada región del país, lo cual sugiere que la problemática surge a partir de un impacto combinado de variables de ambos enfoques. Lo anterior se logra con un modelo econométrico tipo logit, con el cual se estiman las probabilidades de ser informal en cada región. Primero, se realiza una revisión de la literatura sobre el tema, bajo los dos grandes enfoques de estudio: escape y exclusión, así como el estado que guarda la informalidad en México, mediante el análisis de micro datos de la (ENIGH) (2012) y del MCS (2008), (2010), (2012) y (2014). También se muestra, desde la perspectiva de la entropía de Shannon, como el fenómeno continúa dispersándose cada vez más a lo largo del territorio nacional a pesar de su tendencia a la baja. El estudio se realiza para la Ciudad de México y su Zona Metropolitana, y a nivel regional. Posteriormente, toma lugar el análisis econométrico y se exponen los resultados obtenidos. Por último, se aborda la conclusión de la investigación y la bibliografía que ha servido de referencia para el presente estudio. ABSTRACT
The present work analyzes the most mentioned factors to study the phenomenon of the informality in Mexico. We support the idea that not only exclusion factors, but also of exit, influence the decision of the individuals to accept a formal or informal employment in Mexico. The study is realized in national and regionally. On the national level, with information from the National Survey of Income and Expense of the Homes (ENIGH) 2012, and with a econometric probit model, comes to the result that the quality in the service of the institutions of social safety, like IMSS and ISSSTE, influences 38 % in the decision of the workers to be in the informal sector, while to a regional level, with information of the Module of Socioeconomic Conditions (MCS) 2014, it appears that the most common factors to explain the phenomenon of the informality, influence of different way to every region of the country, which suggests that the problematic arises from an impact combined of variables of both approaches. The previous thing achieves with an econometric logit model, with which there are estimated the probabilities of being informal in every region. First, a review of the literature is realized on the topic, under both big approaches of study: exit and exclusion, as well as the condition that guards the informality in Mexico, by the analysis of micro data information from the (ENIGH) (2012) and the MCS (2008), (2010), (2012) and (2014). Also it shows, from the Shannon entropy perspective, that the phenomenon continues dispersing along the national territory in spite of his trend to the fall. The study is realized for the Mexico City and his Metropolitan Zone, and to a regional level. Later, takes place the econometric analysis and exposed the results. Finally, there is approached the conclusion of the investigation and the bibliography that has used as reference to the present study.
