Las comisiones metropolitanas en la planeación y configuración territorial de la zona metropolitana del valle de México 1970-2009

Resumen
The current conditions presented by the Metropolitan Zone of Mexico Valley1 are a reflection
of the large concentration of population, economic, policy and a single territory, which
converge several levels of government that regularly have different city projects, what you
see reflected in a territorial and administrative fragmentation of the metropolis. Under these
circumstances, the main victims are the habitants of the city, as investments in infrastructure
and equipment that are required for metropolitan sustainability of the city, are often cast aside
mainly because of political differences between authorities are in power.
Before that stage, the Metropolitan Commissions from Mexico Valley arise as organizations
that seek to coordinate actions in matters of planning and execution between two or more
governments that share the same problem. Given the importance that they should acquire,
the primary objective of this research is to analyze the role played by the planning
committees and metropolitan configuration of the territorial ZMVM, a period of time
ranging from the decade of the 70s (time that it presents the phenomenon of
metropolinization to the Distrito Federal and metropolitan municipalities from Estado de
Mexico) to the present (2009).
In order to realize such labor, a descriptive investigation becomes attached to the scientific
method, reason why it is possible to distinguish five main stages: initial exposition of the
problem, goals formulation, hypoTesis and conceptual perspective, results, conclusions and
recommendations. The result of the work is described in this document, which is developed in
five chapters. The first of them, the frame of the investigation appears, explaining the
exposition of the problem, the justification, the goals and the hypoTesis from which it came.
In addition, some conceptual and methodological precisions that tries to contribute for a
better understanding to the study phenomenon.
In chapter II, the conceptual frame is developed that sustains and reinforces the
understanding and interpretation of the obtained data, for their later analysis, reason why aspects related to the planning for the development2 are touched, later to define questions of
the territorial planning -especially approaching the metropolitan phenomenon that appears at
world-wide level since the 20´s of last century-.3 In that sense, an element that is considered
important to stress of this section, is the propose definition of Territorial Planning; this as a
contribution of the investigation, given the conceptual gaps that were located in this field of
investigation
The development and expansion of was Mexico City throughout century XX and the
functional relation that was begun to display with the metropolitan municipalities of the Estado
de Mexico as of the decade of 1950 -moment at which the conurbation phenomenon
appeared- developed in chapter III. All this, by the description of the process urbanmetropolitan
whom he has crossed the ZMVM, concentrating on the two major entities that
compose it, on one side the Distrito Federal and on the other the Estado de Mexico. In the
same chapter, a brief opening section relating to the incorporation of Hidalgo to the
coordination works in the Mexico Valley.
In the chapter IV, arises in general, some features of metropolitan planning and its
importance in the big cities also are some indicators to support the view the relations between
the Distrito Federal, the Estado de Mexico, and now Hidalgo, like metropolitans.
Subsequently, as a part the objectives of the Tesis, further legislative proposals have
attempted to overcome political fragmentation, territorial and administrative afflicting the
metropolis.
Finally in chapter V, thorough investigation is carried around the bodies responsible for
carrying out metropolitan planning in the ZMVM, the metropolitan commissions. In first
instance, there is a definition of these breaks down its structure and operation, the legal
foundations that guarantee, it is a historical review of each, in addition to covering a
fundamental element for the coordination of the metropolis, Metropolitan Fund. It is rewarding to mention that the information contained this last chapter is very recent and heavy weight; product of direct contact with dependencies (both Distrito Federal but emphasizing the Estado de Mexico); commissioned to conducting the coordination in the ZMVM, so this
research assumes some importance, being a document that could be a benchmark for
consultation, especially, given the scarcity of information concerning metropolitan
commissions.
General conclusions, as well as the final recommendations and final thoughts are developed in the last part of the document, all as a result of the information gathered and shaped in the document, the product of nearly two years at the Master's Degree in Engineering Civil disciplinary area in the Territorial Planning.
