dc.descriptionThe objective of this article is to analyze the processes of territorial governance in the community of San Baltazar Tetela, in the municipality of Puebla, through what the authorities establish as their main source of income: the Monica II panga. In this context, it is important to emphasize that the theoretical basis that underpins the work is local development, understood as a sociopolitical process where the articulation of actors has a central role for local management and territorial governance, which establishes the inclusion of community actors who, through their identity with the territory, make decision making present a higher standard of legitimacy and acceptance. For this, a documentary review is made regarding the auxiliary council board, as well as in-depth interviews with the main actors involved in the panga, where it is emphasized that the absence of a leadership leads to a lack of consensus about the future of the local tourism project as a source of income and jobs to benefit the community citizens.en-US
dc.descriptionEl objetivo de este artículo es analizar los procesos de gobernanza territorial en la comunidad de San Baltazar Tetela, en el municipio de Puebla, a través de lo que las autoridades establecen como su principal fuente de ingresos: la panga Mónica II. En este contexto, es importante destacar que la base teórica que sustenta el trabajo es el desarrollo local, entendido como un proceso sociopolítico donde la articulación de actores tiene un papel central para la gestión local y la gobernanza territorial, la cual establece la inclusión de los actores comunitarios que, a través de su identidad con el territorio, hacen que la toma de decisiones presente un estándar mayor de legitimidad y aceptación. Para ello, se hace una revisión documental respecto a la junta auxiliar, así como entrevistas de profundidad con los principales actores involucrados en la panga, donde se resalta que la ausencia de un liderazgo conlleva a la falta de consenso acerca del futuro del proyecto local turístico como fuente de ingresos y empleos en beneficio de los habitantes de la comunidad. es-ES
