CONTROL OF PUBLIC POLICIES: FUNDAMENTALS AND GUIDELINES FOR ACTION OF THE COURTS OF ACCOUNTSResumo: Neste paper estudaremos as competências dos Tribunais de Contas para fiscalizar as políticas públicas, buscando com isso garantir a boa aplicação dos recursos e a efetividade dos serviços prestados. Nessa toada, analisaremos a estruturação constitucional dos órgãos de controle existentes no Brasil e sua ligação com o modelo de ideia de Estado Democrático de Direito. Em seguida, adentraremos no estudo dos Tribunais de Contas propriamente dito, verificando o sistema de controle externo de acordo com o ordenamento jurídico pátrio. Por fim, examinaremos o conceito de políticas públicas e seus ciclos, destacando qual seria o papel dos Tribunais de Contas no controle das políticas públicas, seus diferentes modos de intervenção e como ele se insere em fases especificas das políticas públicas. Palavras-chave: Tribunal de Contas; Controle; Políticas Públicas; Abstract: In this paper we will study the competencies of the Courts of Accounts to oversee public policies, thereby seeking to ensure the proper application of resources and the effectiveness of the services provided. In this tone, we will analyze the constitutional structuring of the existing control bodies in Brazil and their connection with the model of the idea of a Democratic State of Law. Then, we will enter the study of the Courts of Accounts itself, verifying the external control system in accordance with the national legal system.
