Resumen
Human talent is considered the most important asset in organizations, since people are responsible for their growth, development and productivity. The synchronous relationship between individuals and organizations, facing the needs of the globalized world, contribute to generating sustainable processes over time. Taking into account the above, it is considered essential to find the actions that contribute to improving the synergy between these factors. Throughout history, people have played a role in companies that has evolved significantly. Initially, they were considered operational resources that only fulfilled specific tasks depending on what the company did. To the extent that these were growing, the need to generate minimum working conditions arises, with the aim of mediating conflicts that arise in the organization.
The management of human talent emerges as a strategy to articulate the interests of individuals and the business sector, from the literature there are theories focused on recognizing the performance of the individual within organizations through each of its components, in the global context, which were analyzed in this paper.
In Colombia, the management of human talent from the public has been developed through the Administrative Department of the Public Function DAFP, which is in charge of regulating the policies and guidelines that govern it. As of 2017, with the implementation of the MIPG Integrated Planning and Management Model, greater relevance is given to human talent, as the first dimension of the model. To monitor the implementation of the model in public entities, the FURAG Single Management Report and Progress Form is supported, data that was used as the basis for the research project.
The purpose was to propose strategies for the improvement of human talent management in Colombian public entities, through an initial verification of the results of FURAG 2020, to later be contrasted with a thematic review of the most representative authors of human talent worldwide. . As a result of the previous exercise, a strategy proposal was designed, which was validated with a team of experts, in order to guarantee its relevance, clarity and applicability in the face of the gaps found in the analysis of the results of public entities.
The scope of the project focused on the 147 national entities of the executive order, under the measurement of FURAG 2020, in the strategic policy of human talent. The structure of the document is divided into 10 sections, starting with the definition of the problem, then justification, setting objectives, reference framework, development of objectives, ending with the conclusions and possible recommendations.
