Resumen
The political constitution of Colombia enshrined the principle of autonomy of the territorial entities, while organizing Colombia as a unitary state. For the fulfillment and management of the state purposes that have been entrusted to them by the superior charter, the territorial entities and the entities of the national order collaborate with each other, through the legal business called inter-administrative agreement. However, in practice it has been seen how through this instrument, the Nation has used to limit the exercise of the autonomy of the territorial entities, including the essential core of this autonomy, even when it is not allowed
