Análisis del comportamiento en el recaudo tributario del impuesto predial unificado (IPU) del municipio de Santiago de Cali durante las vigencias 2018 a 2021

La gran importancia que en términos presupuestales tiene el Impuesto Predial Unificado para la gestión municipal, trae consigo retos enormes en cuanto a su gestión tributaria y la eficiencia de su recaudo, por lo que en el presente estudio se propuso analizar el comportamiento en el recaudo tributario del impuesto predial unificado (IPU) del municipio de Santiago de Cali durante las vigencias 2018 a 2021. Desde un enfoque metodológico mixto, caracterizado por la integración sistemática de los métodos cuantitativo y cualitativo, y a partir de un diseño de investigación documental con alcance explicativo correlacional, se logró recolectar y analizar la información consignada en los informes de ejecución presupuestal e informes de gestión tributaria para los periodos en estudio, logrando evidenciar que entre los años 2018 a 2019 el recaudo del IPU creció en un 26,1%, mientras que entre los años 2019 a 2020 fue solo de 4,9% y entre los años 2020 a 2021 fue solo de 4,8%. Como principales conclusiones se determinó que en primer lugar se encuentra la gestión catastral como uno de los factores de
mayor incidencia en el recaudo del IPU, seguido de la gestión normativa relacionada con aplicación de descuentos y ampliación de plazos, y finalmente la gestión de la cultura tributaria, en sus componentes educativo, de comunicación y de asesoría y atención. The great importance that the Unified Property Tax has in budgetary terms for municipal management brings with it enormous challenges in terms of its tax management and the efficiency of its collection, for which reason in the present study it was proposed to analyze the behavior in tax collection of the unified property tax (IPU) of the municipality of Santiago de Cali during the periods 2018 to 2021. systematic integration of quantitative and qualitative methods, and based on a documentary research design with correlational explanatory scope, it was possible to collect and analyze the information contained in the budget execution reports and tax management reports for the periods under study, evidencing that between the years 2018 and 2019 the collection of the IPU grew by 26.1%, while between the years 2019 to 2020 it was only 4.9% and between the
years 2020 to 2021 it was only 4.8%. As main conclusions, it was determined that cadastral management is found in the first place as one of the factors with the highest incidence in the collection of the IPU, followed by the regulatory management related to the application of discounts and extension of terms, and finally the management of culture. tax, in its educational, communication and advice and attention components
