(Re)direccionar la diplomacia cultural Colombiana: relaciones Colombia-Francia

Abstract

El artículo argumenta el necesario redireccionamiento de la diplomacia cultural colombiana, que está desconectada del contexto nacional, para convertirla en plataforma de profundización de la cooperación bilateral entre Colombia y Francia, de modo que esta incluya las redes tejidas por artistas, profesores, investigadores, escritores y ciudadanos de los dos países. A partir del análisis comparado de los enfoques de política exterior francesa y colombiana durante el segundo período de Juan Manuel Santos e inicios del de Emmanuel Macron, se identifican convergencias y oportunidades que quedaron abiertas y visibles en la celebración del Año Colombia-Francia 2017. En este evento se difundió parte del trabajo de artistas, profesores, investigadores y cultores colombiano y se nutrieron las relaciones culturales entre ambos países, gracias a lo cual se logró sentar un precedente significativo para redireccionar la actual diplomacia cultural colombiana en Francia y para alimentar la diplomacia cultural francesa dirigida a la Colombia de hoy.

The paper argues for the necessity of redirecting current Colombian cultural diplomacy, which is disconnected from the national context, to turn it into a platform for strengthening bilateral cooperation between Colombia and France, so that it includes existing networks created by artists, teachers, researchers, writers, and citizens of both countries. Based on a comparative analysis of French and Colombian foreign policy approaches during the second period of Juan Manuel Santos and the beginning of Emmanuel Macron’s term, the article identifies convergences and opportunities opened and made visible during the celebration of the Colombia-France Year in 2017. During this event, part of the diverse and creative work of Colombian artists, professors, researchers, and cultural agents was presented and disseminated, in addition to promoting cultural relations between Colombia and France, leaving an important precedent to both redirecting the current Colombian cultural diplomacy approach in France and nurturing French cultural diplomacy in Colombia.
