Ejecución presupuestal y su incidencia en el indicador estratégico del programa nacional de saneamiento rural en el Perú: análisis por departamentos año 2013-2020

Resumen
La presente investigación se desarrolla con el objetivo de determinar la incidencia de la ejecución presupuestal en el indicador estratégico “acceso a agua potable” del Programa nacional de saneamiento rural a nivel departamental en el Perú, en el periodo 2013-2020. El diseño de la investigación es no experimental y el nivel de estudio es explicativo. Por consiguiente, la data está compuesta por una combinación simultánea entre dimensión temporal (2013-2020) y transversal (24 departamentos), a este conjunto de observaciones se le denomina Datos de Panel. La unidad de análisis hace referencia a cada uno de los hogares rurales que tienen acceso a servicio de agua por red pública, distribuidos por los 24 departamentos del Perú en los que se analiza y describe el acceso a servicios básicos y la intervención de la ejecución presupuestal a nivel nacional, regional y local en cada año, desde el 2013 hasta el año 2020. En el Perú los datos de cobertura o acceso a los servicios de agua potable son bajos si los mismos son comparados con el ámbito urbano, hay una brecha de saneamiento que cerrar en las zonas rurales, sin embargo, desde el año 2013 al año 2020 dicha cobertura incrementó de 66.3% a 82.4%, es decir en un 16.1%. Se concluye que la ejecución presupuestal tiene un impacto positivo y significativo al 95% en el indicador estratégico “acceso a agua potable” del Programa Nacional de Saneamiento Rural a nivel departamental en el Perú, en el periodo 2013-2020
