Propuesta de participación pública de los pueblos indígenas u originarios en el sistema de evaluación de impacto ambiental en la región Ancash, 2013-2014

Resumen
La presente investigación tuvo como propósito mostrar la caracterización de la participación pública de los pueblos indígenas u originarios de la región Ancash en el contexto del proceso administrativo, dinámico y flexible que explicita el Sistema Nacional de Evaluación de Impacto Ambiental (SEIA) del Perú. Para lo cual se realizó una investigación transeccional descriptivo, la población de estudio estuvo conformada por los pobladores de las comunidades Pueblo Viejo, Tambra, Shupluy, Cochabamba, Ango Raju, Huaripampa, Ayash Huaripampa, Santa Cruz de Pichiu, San Antonio de Juprog en la zona andina y Puerto Huarmey en la zona costa; los trabajadores de las empresas mineras: Reliant Ventures S.A.C. y Compañía Minera Antamina S.A., y los empleados de la Dirección Regional de Energía y Minas (DREM-Ancash) en representación del Estado; la técnica de recolección de datos fue la revisión de la información, de fuentes primarias, secundarias y terciarias y la aplicación de encuestas.
De los resultados obtenidos se concluyó: Que la participación pública es ineficaz, porque no se lleva a cabo oportunamente los mecanismos de participación ciudadana, no se establecen adecuadamente los grupos de interés en el área de influencia directa del proyecto minero y la falta de la incorporación de los comentarios de la población en el documento aprobado.
