dc.description.abstractThe present thesis approaches "the logics of enmity", along with the presence of the image of the public enemy as argument on the grounds for a state of exception and its relation with the policy on illegal drugs, dating from 1988. It considers the drug prohibition in the United States and in Brazil; the shifting of the image of the subversive communist to the drug dealer/user. the perception of politicians about drug users and dealers. One might conclude that the maintenance of the status of the drug user both as criminal as well as sick person, the continuous presence of urgency schemes over resolutions, the replacing of debates and public hearings in the Thematic Commissions by means of Leadership agreements and therefore, the maintenance of users estrangement from the debates, point out to the normalization of exception acts in the legislative process of the Brazilian policy on drugs and the placing of the user as enemy of society, despite the statements that depenilize such practice.
