Gobernabilidad y desarrollo subnacional: problemas de baja calidad de la democracia

Resumen
Desde que el proceso de descentralización fuera relanzado en 2002, hemos observado la persistencia de problemas que dificultan la gestión del desarrollo territorial y la gobernabilidad. Subsisten, por ejemplo, dificultades para articular políticas interinstitucionales entre los Gobiernos subnacionales para planificar y gestionar el ordenamiento territorial y el desarrollo. En este contexto, el crecimiento económico experimentado en la última década ha producido una expansión desordenada de las ciudades, haciendo evidente el grave déficit de planificación urbana y vial.
