La biotecnología se ha caracterizado por el conflicto desde sus inicios; Los primeros trabajos fueron seguidos casi de inmediato de intensos debates científicos y públicos sobre la necesidad de regulación. Esto es comprensible, ya que la biotecnología es un nuevo y poderoso medio de manipular la vida y tiene profundas implicaciones morales, éticas y de seguridad. It is in the context of biotechnological offers for industry, agriculture, health and other sectors that some incidents related to safety are discussed, for this reason the importance of clear thinking in the development of a guide for the regulation of this field. the importance of biotechnology in less developed countries and some of the special dimensions that regulations have in those cases, the situation of biotechnology regulation in the developed world is analyzed, with emphasis on the United States of America, due to the pioneering role of the country, the meaning and reasons of safety regulations in developing countries are observed by discussing the difficulties.
