dc.descriptionIn the present work, the author analyzes the scope of the classification of private initiatives as requests for grace with respect to the rights of the proponents within the framework of the relevant legislation. To do this, he initially develops the concepts that legislation, jurisprudence and doctrine give us on the request for grace and on private initiatives, focusing then on commenting on the limitations of current regulations on them, and the correct reading that should be given in search of harmonization with the constitutional right of petition and with the principles of due administrative procedure.en-US
dc.descriptionEn el presente trabajo el autor analiza los alcances que tiene la clasificación de las iniciativas privadas como peticiones de gracia con respecto a los derechos de los proponentes en el marco de la legislación pertinente. Para ello, desarrolla inicialmente los conceptos que legislación, jurisprudencia y doctrina nos otorgan sobre la petición de gracia y sobre las iniciativas privadas, centrándose luego en comentar las limitaciones de la normativa vigente sobre éstas, y la correcta lectura que se le debería dar en búsqueda de la armonización con el derecho constitucional de petición y con los principios del debido procedimiento administrativo.es-ES
