Resumen
The present research deals with the family, especially one that is in a position of submission, demanding actions Destitution of Family Power by the judiciary when insufficient or absent municipal public policies. Therefore, it is necessary to conceptualize the family face the social issues that pervade their everyday life in the withdrawal of family power. Although the country has the law as one of its fundamental principles the permanence of children with parents and provides that the problems of socioeconomic nature should be maintained and serviced by society and the State / municipality , the reality shows that existing policies do not change the context of poverty and exclusion of families made vulnerable . Are fragmented, welfare policies. Families, when faced with difficulties, fail to fulfill before its role in protecting children and provision, or give up the family power is up to them to educate them. The data were collected in the workload of the author, Social Worker of the Judicial District in Registro (SP-Brazil). This research makes visible these families, not as a closed institution itself, but rather the result of the relationship of the environment in which they operate. Offers reflections and suggestions to help you be demystified the prejudice to its parental dysfunction. Posing be possible, by the city manager proposed new interventions and transformations through participatory planning that includes articulated public policies across the network of local cooperation and the demands of these families can be met with quality within the time they need, promoting citizenship and development of the municipality.
