Resumen
This Doctorate Thesis is linked to the Technology and Society Program of the UTFPR (Campus of Curitiba / PR) and aims to analyze the relations between subjectivity and teleworking, specifically within the Judiciary branch, through a research involving nine federal civil servers in teleworking in the states of Paraná, Santa Catarina and Rio Grande do Sul. The thesis was produced through a bibliographic research combined with the survey of sócio-demographic information and the realization of semi-structured interviews, having as theoretical reference the fields of study of Cultural Historical Theory and Science, Technology and Society. The procedure of information analysis was elaborated according to the methodology of González Rey. The results found through this research indicate that teleworking is a complex labor modality that, far beyond the change in the place of execution of labor activities, includes subjective issues that directly affect the worker in his relationship with work. In this sense, this study has shown that the exercise of remote working is affected by numerous factors of individual, family and social order, as well as structural and collective order. From this perspective, subjectivity reveals individual dynamics of social and family relationships, as well as subjective perceptions in relation to teleworking; while working conditions include physical structuring of the homespace and ergonomic conditions, organizational capacity, nature of work and labor activities, teleworking regime and managerial style. It was found that this modality can take on totally different outlines, both in terms of meanings and meanings of work, as well as in relation to practical developments in the life of the worker, and can be beneficial to the Judiciary branch and to public servers, provided that its implementation and execution observe some guidelines. Although it is not possible to foresee all the outlines of this labor practice in the server´s life, the Public Administration may adopt some measures to preserve the welfare of the worker, such as guidelines for planning, prior assessments, preparation, instruction and monitoring every six months with a specialized team. As a result of the research, it was also observed that the partial teleworking regime tends to promote more benefits, while the integral regime brings a greater possibility of adverse effects, as it tends to cause greater fusion between personal and professional life, diluting physical and temporal limits between work and non-work and revealing a greater need for time management, in addition to implying a decrease in social interaction. Considering that the Public Administration’s responsibility is not only to value the productivity and efficiency of the public service, but also to take care of the health of its employees, there is a stated protocol for telework as one of the results of this Thesis. Finally, in spite of its propagated benefits, teleworking brings implications that only become known over time and that may generate initially unforeseen consequences in the technological and organizational change of work, which recommends the continuity of studies and research on the subject.
