Abstract

The scope of this research is the study on the accountability of agents and contractors in public procurement and contracting. Initially, it discusses the introductory concepts inherent to tenders, such as: the guiding principles of tenders, modalities and phases of the bidding process. It also discusses public procurement, through a theoretical and doctrinal analysis based on the legislation pertinent to tenders and contracts, detailing the administrative contract, its execution and the necessary inspection for contractual compliance. Finally, the research deals with the responsibility applied to contractors and public agents in the execution and inspection of administrative contracts. As a result of the study, it provides an overview of public tenders and contracts.
