Aplicabilidade do termo de referência nos processos licitatórios da Prefeitura Municipal de Goioerê

Abstract

This work had as its theme the study of the bidding process conducted at Goioerê. With the analysis of routine activities within the internal phase of the process of purchasing goods or services from city hall Goioerê, it was found that the process could beimproved if the requesting departments utilized the Terms of Reference as a tool for improvement. This study suggests changes in the behavior of public administrationGoioerê through the deployment of the term of reference, although not required in thebidding procedure, except in the auction, has been recommended by court of auditors of the unionas a strategic management tool that aims to better application of public resources.
