Abstract

The present work aims to demonstrate and educate people that Public security is the responsibility of the whole society , and this problem needs to be taken to the participation of the community who participate actively assume the task and responsibility of social actor , with its initiatives may change your objective reality . The CONSEG aims to democratize and broaden the participation of citizens in relation to public security policies. This work has as main objective to analyze popular participation through the Community Security Council , presenting a case study with the CONSEG - west of the city of São José dos Campos , demonstrating how is the management of Public Safety by that body , as well as improvement proposals for the democratic management of local security and specific objectives , check function , identify the media used formally between community councils and management and describe the best practices used for attaining goals, with the delimitation the CONSEG - West. The presented work was to develop a descriptive case study of bibliographic nature; the survey instrument that was used is collecting data on the subject, qualitative, exploratory and closed questionnaire, the main internet sources, and statistical analysis of the sample through application of a survey on a group of 100 people. It was noted that we need to increase the frequency of meetings and improve participation community to restructure the CONSEG through participatory and focused on reducing crime in the city of São José dos Campos administration.
