dc.description.abstractThis study presents a theoretical approach about the use of Differenced Hiring System for bidding on roads constructions executed by the National Department of Roads Infrastructure, comparing the old methods, Public Concurrence, with the new one, with focus on efficiency. The study also presents conceptions of bidding process - the jurisprudence of Law 8.666/93 and Law 12.462/11 which was regulated by Decree 7.581/11, both about the Differenced Hiring System. Completed by a review, this study was verified by comparison methods that will say which one is more effective for biddings on roads construction area, considering the time between the notice of bidding and the publicity of who won the bidding. With this, the Differenced Hiring System shows more effective, but the department needs knowledge of the process.
