Resumen
Urban agglomerations are a growing phenomenon in the world. Along with this population growth in urban areas, other problems generated by such agglomerations are highlighted. In this context, Smart Cities arise, which are cities whose scope is to present intelligent initiatives to solve or mitigate problems that affect citizens' quality of life. However, these new city models present several challenges and issues to be corrected. In this spectrum, strategies and means for implementing city models such as Smart Cities are pressured to establish themselves in the search for solutions to these problems. Among such means and strategies, technology transfer emerges as a great backdrop for weaving socially intelligent urban planning, which offers resources to government and public policy makers in decision-making and, at the same time, benefits the main stakeholder of the city: the citizen. Based on this perspective, this study aims to propose a theoretical model of urban planning for Smart Cities in emerging countries with a focus on the citizen, emphasizing social sustainability. The specific objectives of the work are added to analyze the aspects related to the urban planning of Smart Cities in the context of social sustainability in emerging countries, to discuss the aspects related to Smart Cities and their urban planning, to characterize the Smart City thematic areas addressed by countries and, finally, to structure a theoretical model of citizen-oriented urban planning in Smart Cities of emerging countries, fostering social sustainability. To achieve these goals, a systematic literature review was carried out using the Methodi Ordinatio to compose the bibliographic portfolio which allowed the construction of the theoretical model, which aims to assist in the selection of technology, strategy, planning and implementation. The contribution of this research is the generation of knowledge and the creation of a tool aimed at urban planning, which can be used by entities interested in technology transfer processes.
