Resumen
This work aimed to evaluate the economic-financial performance and operating of the electrical energy distribution companies using Multicriteria Decision Aid Constructivist (MCDA-C) methodology. This is a exploratory research, based on a document analysis and quali-quantitative approach with data collection in secondary sources, thereby, this work can be classified as much as documental as a multi-case study. To meet the objective, four simulation of substitution rates were created for the application of the model. The main results were (considering a score of 0 as neutral, 100 as good, over 100 as market excellence and below 0 as compromising): (i) in the egalitarian simulation of rates the companies with the highest score were: Sulgipe 77 points , DMED 66 points and EBO 64 points; (ii) in the simulation financial institution (which arbitrated more weight to indebtedness and profitability) were Sulgipe 82 points, DMED 76 points and EBO 70 points; (iii) in the shareholder simulation (which had a greater weight on the shareholder's return), EBO 99 points, CPFL Paulista 96 points and DMED 77 points and (iv) in the managerial simulation (which refereed greater efficiency and operational aspect) were Sulgipe 63 points, DMED 63 points and EBO 54 points. Regarding the geographic profile, the companies with the best economic-financial and operational performance of the Brazilian electricity and distribution sector are located: (i) 50% in the northeast region (Sulgipe in Sergipe and EBO in Paraíba) and (ii) 50 % in the Southeast region (CPFL Paulista in São Paulo and DMED in Minas Gerais). In relation to the share control, 75% of the companies with the best performance are privately controlled. Regarding the market share in both number of clients, as in GWh, and in sales, 75% of the companies with the best performance are those with the lowest market share. With the results obtained, the model proposed hrough the use of MCDA-C proved to be robust and provided the scope of the proposed objective, which was to evaluate the economic-financial and operational performance of the distributors and, within the limitations of this work, still pointed to the northeast and southeast as regions where the best performing companies are located, which are mostly private and have little market share.
