Resumen
The system of franchise, spread and operated all over the world, is also strong in Brazil, which is situated in the fourth place in the world in operations with franchises. The offering of franchises by a governmental institution does not frequently occur, few are the cases found in Brazil. This relation mainly gives rise to some kind of a practical order conflict. The study searches for subsidies which support this partnership, and analyses the degrees of competitiveness in relation to the market. The system of franchises of the Post Offices, which began in the nineties, awakes the interest of the related segments in knowing how they get on with and relate with each other, how their legal orderliness is, and what strategies they adopt to face the competitors and to maintain themselves competitive. What occurs is that the Post Offices have their own net of agencies, already known, most of the times acting side by side with the franchises. The present work, with adequate instruments, searched to know if this companionship is harmonious to the point of being the propeller of joined actions which mutually strengthen themselves. Through a survey on the managers´ perception in both agencies, it was possible to know their degree of competitiveness, in a comparative way, including a survey with a sample of clients. The results are functional indicators of the system of franchise between the public franchise operator and the private company. The results can provide and serve as a stimulus to other public administration organisms which want or need to adopt franchises as a way to rise up their positions that are in precarious situations, so plentifully found in the public management of our country or as a strategy of competitiveness.
