The high generation of waste is a result of the current rapid technological advance, as the continuous disposal and lack of structure of the environments generate damage for both the society and the environment. Swine biomass is considered a waste with high negative impact, but there are forms of exploitation and transformation into efficient energy. Therefore, the objective of this research is to determine the relevant variables for the proposal of bioenergy public policies. In order to achieve such results, the methodology is based on the qualitative analysis of data, using secondary ones, in the bibliographic review and calculation of the main variables, as well as the definition of the main limits and potentialities identified for the energy generation from porcine biomass. From the obtained information, it was possible to establish a SWOT Matrix identifying the opportunities, threats, strengths, and weaknesses involving all five dimensions of energy. We identified 16 variables that indicate 19 limiting aspects and 24 potential aspects for the use of biomass as an energy source. As a result, the identified threats and weaknesses are: the small number of incentives from entities and governments for this activity, the high cost of implementation, and also the lack of technical knowledge in this field. The opportunities and strengths identified are: the optimization of resources, the possibility of cooperation for the activity, the social and environmental benefit of the reuse of these wastes, and the possibility of generating a source of income. Thus, the interdependence of all five dimensions, in line with the main aspects, enables and empowers public authorities, as well as other organizations, to establish effective public policies that are more suited for the sustainable use of this energy source.
