Resumen
This current work analyzed the correlations between the Brazilian National Policy on Solid Waste (BNPSW) and the Brazilian economic development, generated by social and environmental impacts as well as the efforts of public and private managements of the civil construction productive chain, and other representatives of the society, on the definition of a new circular economic model. The main objective of this work was to check the BNPSW as an instrument for the implantation of shared management programs, the reverse logistics of the construction and demolition inputs life cycle as well as their waste products, this whole study aimed the understanding of their limitations and possibilities towards the adoption of new green systems and Technologies, according with sustainability principles. It used technical, legal and scientific documents for the construction of the scientific lineation of the current research. On a practical analysis, this current research considered the construction and demolition waste (CDW) processing – still and mobile recycling plants, in order to generate concrete residues aggregate (CRA) and mixed residues aggregate (MRA), which were used on these experiments, checking out their applicability as inputs for the paving of rural and secondary roads, with different environmental features and also different economic and social functions. The analysis of the BNPSW the social sectors and players, the Technologies on recycling the demolition and construction residues, as well as the reuse and increasing of the life cycle of the resulting products as CRA and MRA for using on the pavement of rural roads, this allowed us to comprehend the limitations of the government Power on applying the BNPSW in order to promote environmental, social and economic payback; the existent paradigms on dealing with coproduct come from the recycling of demolition and construction waste which establish limitations for their applicability, even though they have been defined by governmental laws. It has been observed the lack of technical scientific knowledge on treatment and handling of these productive materials as well as the benefits which come from the now available Technologies used in Brazil. It analyzed also the technical viability of CRA and MRA, as well as their applicability on paving rural and secondary roads. The recycling and reuse model that was studied in this current work, according to the principles of reverse logistics and circular economy , also considered sectorial agreements, the life cycle of demolition and construction waste was proved the possibility of building a productive model for demolition and construction solid waste, which contributes for the decreasing on the environmental and social impacts, reducing the consumption of energy and natural resources, reducing spend money and generating economic profit for the entire network of involved players, finally promoting the sustainability of our planet.
