Resumen
Traffic accidents are a major cause of death and serious injuries in developing countries, such as Brazil. Despite several actions on road safety in the last decade, the worldwide accident mortality rate has stagnated, which justifies the need for more investments. To avoid accidents with fatal and serious victims, proactive Road Safety Management approaches can be adopted to treat road segments with a higher risk of accidents. iRAP, the International Road Assessment Programme, is a method that proposes the local inspection of a road in segments of 100 meters to analyze 78 attributes of the road infrastructure. The program results in a road safety classification and in an investment plan that determines necessary interventions in the road infrastructure to correct segments with a greater potential for dangerous accidents preventively. The implementation of the iRAP method with Google Street View imagery to assess the road infrastructure of the SC-283 road, identified the most critical segments and determined priority investments in road infrastructure at a cost of R$ 20.66 million. These countermeasures are capable of preventing approximately 131 fatal or serious victims during a period of 10 years generating an economic benefit of R$ 74.23 million in present values. The use of the iRAP method with recent images from Google Street View proved to be suitable for the analysis of road safety on rural highways by experienced professionals, and has great potential to support executive road safety projects on the country's roads. However, applying iRAP in urban areas and intersections is less effective, due to the small number of relevant low-cost countermeasures and not considering side and rear-end collisions in its method.
