Since the year 2020 we have been living with the covid-19 pandemic, which has affected economic and social conditions in the world and, consequently, various policies have been adopted. The main economic conditions were the supply and demand shock, partial and/or total paralysis of the production system for certain periods of time, unemployment, among others; while the most serious social conditions were the access to health and education, especially in developing and underdeveloped countries. The educational system in Brazil is shared among the federated entities according to the level of education: higher and secondary education (federal and state governments), primary education (municipal government). The responses given by the Municipal Education Departments (SMEs) were diverse. In particular, elementary education showed a number of disparities in the strategies adopted by the SMEs in coping during the pandemic period. Emergency educational policies were adopted during the suspension of classes to provide equity of access to education. Social inequality was evidenced during this period, middle class students had technological and family support to continue their studies, while students from more restricted income social classes did not have the same opportunities. The objective of this research was to analyze the administrative capacities adopted by the SMEs of selected cities in the states of Mato Grosso and Paraná to implement emergency educational policies during the pandemic period. The discussion about the administrative capacities of: delivery, coordination, regulatory, and analytical is based on Lodge and Wegrich (2014). Methodologically, the research has a qualitative approach, with an applied nature, descriptive and analytical character. Bibliographic and documentary procedures were used, and as instruments of empirical data collection: request for access to information to SMEs and survey of public data published on the internet.The results of the research show that in state terms, Paraná demonstrated that the integration of its analytical, regulatory and coordination capabilities influenced its ability to deliver with quick and effective responses. Mato Grosso demonstrated a weakness in relation to analytical and coordination capabilities. In relation to the administrative capacities of the surveyed SMEs, SMEs from Paraná municipalities stood out in the analytical and delivery capacities; and SMEs from Mato Grosso in the regulatory and coordination capacities. The coordination capacity materialized in a similar way in the municipalities analyzed. The Municipal Department of Education of Atalaia (PR) stood out in the analysis of all administrative capacities in relation to the other municipalities in the survey.
