Resumen
There is a growing awareness of the exhaustion and environmental damage generated by fossil fuels, with biodiesel being an alternative increasingly used in Brazil. The Social Fuel Seal provides incentives to biodiesel producers who purchase inputs from family farming, which accounts for most of the rural establishments and most of the people employed in the rural area. This study aims to evaluate the participation of the family agriculture from Paraná in the Biodiesel production chain after the implementation of SCS. The data collection was done through the application of questionnaires to cooperatives qualified for supplying raw material via SCS, referring to the period from 2010 to 2018. The results showed that cooperatives are generally satisfied with the program and its effects on regional development, that the increase in sales volumes is through technology, especially through technical assistance, and the improvement of the program depends on finding ways to prevent large scale producers from appropriating a policy that is not dedicated to them, withproposals being presented to mitigate the problem of improper access to benefits. It is concluded that the SCS has contributed satisfactorily to the strengthening and development of family agriculture in the state of Paraná, but there are aspects to be improved so that the policy reaches its objectives and desired target audience fully, and the family agriculture in Paraná can count on this public policy as a form of market penetration and strengthening, and technical assistance is one of the main tools for this growth to be sustainable and to develop smallholder development.
