The goal of this study is to propose a methodology for evaluating a factor relating to driver’s behavior (cell phone use) and another relating to road environment (speed reduction devices). To verify the proposed methodology, there were used data from three webcams and a GPS device for 1 driver and 14 test paths. To perform the purposed method, it needs the videos of the cameras and a map with all GPS data located geographically. The methodology consists in equalize, for all factors, the times between the two entry types and write the differences to equate videos and GPS data and register the non-valid driving times. Later, a worksheet was made for each factor with the filmed registers. The worksheet of smartphone utilization has the use’s initial and final time, type of telephone use, initial and final traffic flow, weather condition, time of the day, initial and final quantity of users on the road, mean speed and its standard deviation. The worksheet of speed reduction devices registered has the time of the register, type of device, traffic flow, weather condition, time of the day, quantity of users on the road and the vehicle’s speed at the register point. It is possible to get the percentage of phone’s using time, the pick-up rate and the driver’s speed adaptation using the cell phone’s data. Data related to the speed reduction devices can help verifying the driver’s behavior before and after passing the device. The methodology is valid because it shows results for the test paths similar to other studies made for the same factors.
