Motivation is one of the main objects of study when it comes to organizational behavior, as it is directly related to the effort employed to achieve the institution’s objectives. Understanding the process of motivation in the public service is of great relevance for public management, both in terms of improving organizational efficiency and in terms of valuing people. Therefore, the aim of the present study was to identify the needs profile and the main motivational factors of technicaladministrative employees at UTFPR Campus Guarapuava, based on the Acquired Needs Theory, the Two-Factor Theory and the Kano Model. For this purpose, descriptive, exploratory, bibliographical and survey research was used, with a quantitative approach. The results indicated that the profile of employees is quite homogeneous, with a high need for achievement and affiliation predominating, and a low need for power. Some employees showed a moderate need for power, allowing the recognition of two types of profiles. The Kano Model was used to assess motivational factors, and the results did not show significant differences between the existing needs profiles. The main motivational factors identified act, for the most part, as generators of satisfaction when present, and dissatisfaction when absent, and are related to the balance between personal life and work, transparent and participative management, pride and recognition in relation to work and the institution, and favorable working conditions, including physical aspects, balance and fairness in the distribution of activities, and relationships.
