O princípio constitucional de economicidade na modalidade de licitação pregão para o fundo de saúde do município de Salto Veloso – SC

Abstract

The present case study aims to verify if the public administration of Salto Veloso town practices the constitutional principle of economy in the bidding accomplishment in the health area and specifically, to demonstrate the tendering procedures performed and to measure if there was economy for the public administration. The research can be classified as a case study, with qualitative and quantitative approach, the methodology used was a bibliographical, documentary and descriptive research. It began with a bibliographical research about the town, the principles of public administration established by the Federal Constitution were listed and the modalities of bidding and their main characteristics, especially the bidding modality instituted by the Federal Law number 10.520/2002 were studied. This study had the bidding modalities accomplished by the Municipality of Salto Veloso in the health area in the years 2015, 2016 and 2017 as sample. The data were collected through a semi-structured interview in the purchasing and bidding sectors of the town, through the official website and the information sent to the Santa Catarina State Court of Accounts. The data of presential bids accomplished by the health area were analyzed and it is concluded that the acquisitions performed were advantageous for the municipal administration. It was evaluated yet, the application of this modality in electronic mode in the processes considered relevant in the State. The main results show that the use of bidding modality, in physical and electronic modes, generates economy in the tendering processes accomplished.
