Análise da qualidade de mobilidade para cadeirantes em calçadas representativas do centro comercial de Campo Mourão, através da aplicação de índice de acessibilidade

Abstract

Accessibility concepts gain more and more importance during the real society democratization process. Disabled people have limitation of moving which generally the urban infrastructure does not supply their needs or does not give then right support, generating this way imbalance. To guarantee convenient accessibility the philosophy of universal layout is used, environments where, independent of the user limitations, limitation of accessibility does not exist. Law imposes accessibility in public environments and its purpose is to guarantee the rights that are in the Brazilian Federal Constitution. This work aimed to evaluate a sample of the sidewalks from the central area of the city of Campo Mourão, regarding to the quality of the wheelchair users mobility. During the analyses a index of accessibility was used, which a measure between 0,0 to 5,0 was obtained for the sidewalks, and it took into account the flatness, maintenance and quality of the floor, its width and security when crossing it. 16 samples were analyzed, which got an average rate of 3,26, with low variance, such result was very influenced by a remodeling process in the sidewalks during the execution of this work.The application of the index allowed us to evaluate the actions of accessibility in urban mobility for users of wheel chairs implemented in the city after the implementation of the Decree 4763/2010 which regulates and establishes standards for construction, reconstruction or repair of urban sidewalks in central areas following the Universal Layout Design and NBR 9050/94, are on the right way for the definition of "accessible routes" and showed positive and negative points of the improvements already done in the central area of the city of Campo Mourão.
