This essay refers to the public management of the Program: “Youth Innovative Capacity Award”, by the entity in charge of its implementation, the Foundation for the Development of Science and Technology in the Zuliana Region; Fundacite Zulia, during the years (1995-1999), arises to stimulate and accompany the creative capacity of the students, in the University Institutes of Technologies and based on that experience, it is intended to propose the Program: "Social Entrepreneurship" for the development of local technological capacities, in organized communities, fulfilling National Objective 1.6. “Develop the Scientific-Technological Capacities that make viable, enhance and shield the protection and attention to the needs of the people and the development of the potential country”, of the Simón Bolívar National Project, Third Socialist Plan for Economic Development and Social of the Nation (2019-2025).El presente ensayo se refiere a la gestión pública del Programa: “Premio a la Capacidad Innovadora Juvenil”, por el ente encargado de su implementación, la Fundación para el Desarrollo de la Ciencia y la Tecnología en la Región Zuliana; Fundacite Zulia, durante los años (1995-1999), surge para estimular  y acompañar la capacidad creativa de los estudiantes, en los Institutos Universitarios de Tecnologías y con base a esa experiencia, se pretende proponer el Programa: “Emprendimiento Social” para el desarrollo de capacidades tecnológicas locales, en comunidades organizadas, dando cumplimiento al Objetivo Nacional 1.6. “Desarrollar las capacida­des Científico-Tecnológicas que hagan viable, poten­cien y blinden la protección y atención de las necesi­dades del pueblo y el desarrollo del país potencia”, del Proyecto Nacional Simón Bolívar, Tercer Plan Socialista de Desarrollo Económico y Social de la Nación (2019-2025).
