(Growth strategy to create human capital under the organizational behavior in the public sector)

Resumen
This article is directed to analyze organizational behavior in the public sector as a strategy to generate the optimization of human capital; taking as references Bolaños approaches (2011), Calderon (2004), Robbins (2008), Amorós (2007); and Davenport (2002) and Munch (2009) on human capital. The complexity paradigm assumed in this paper. The type of research is hermeneutic-interpretive, with a bibliographic design, using the documentary technique. The analysis units were made up of documentaries and texts by renowned authors, as well as legal instruments. The results indicated that organizational behavior should be regarded as a means to achieve strategic enhance the value of human capital for businesses and institutions, focusing them to work efficiently and effectively. Consequently, shares in organizational matters should be directed to increase the capacities, skills and attitudes to contribute to the competitive and sustainable development; leading to say that organizational behavior comprises a core area management of human resources. In this order, given the current conditions of public sector organizations, it was concluded to be considered organizational behavior as a strategy for the optimization of human capital, as the excellence in its administration involves achieving a sustainable competitive advantage focused on the development of a state-society.
Este artículo se dirigió a analizar el comportamiento organizacional en el sector público como estrategia para generar la optimización del capital humano; tomando como referencias los planteamientos de Bolaños (2011), Calderón (2004), Robbins (2008), Amorós (2007); así como de Davenport (2002) y Munch (2009) sobre capital humano. Se asume el paradigma de la complejidad, en el presente trabajo. El tipo de la investigación es hermenéutico-interpretativo, con un diseño bibliográfico, utilizando la técnica documental. Las unidades de análisis estuvieron conformadas por documentales y textos de autores reconocidos, así como instrumentos legales. Los resultados indicaron que el comportamiento organizacional debe concebirse como un medio de carácter estratégico para lograr potenciar el valor del capital humano para las empresas e instituciones, focalizándolos en trabajar de manera eficiente y eficaz. En consecuencia, las acciones en materia organizacional deben ser dirigidas a incrementar las capacidades, destrezas y aptitudes para contribuir con el desarrollo competitivo y sostenible; conduciendo a afirmar que el comportamiento organizacional comprende un área medular la gestión de los recursos humanos. En este orden, dadas las condiciones actuales de las organizaciones del sector público, se concluyó que debe considerarse el comportamiento organizacional como estrategia para la optimización del capital humano, por cuanto la excelencia en la administración del mismo implica la consecución de una ventaja competitiva sostenible focalizada en el desarrollo de un Estado-sociedad.
