Venezuela until end of the decade of ´80 was well-known in the world like afiscal paradise; therefore she was attractive for those investors who wished tomultiply their gains in exchange for very few taxes. However, from 1993situations in the economy of the country like low prices of the petroleum barrelbegan to glimpse, income insufficient public, who entailed their agent chiefexecutives within the framework to make changes in tributary the economicscope leaning. Of way so that now all the citizens were in the obligation tocollaborate with the obligations owned to government of the State, falling thegreater responsibility to the legal people. Then, in the course of the time thecontinuous Government making reforms in order to perfect the tributaryobligation, extending the tax basis and increasing the sanctions, creating theprivative pain of freedom for which they commit crimes pays inclusively andextending the principle of solidarity to the Advisers and Advisers in thismatter. In such sense, considering the high fiscal pressure that at the momentexists in Venezuela, the present work looks for to study the general aspectsof the tributary planning in this country, such as concept, Tributarycharacteristics, Policies and Goals, as well as their Importance. Concludingthat the Tributary Planning is an administrative tool that it has like intention todetermine the cancellation of the right amount that corresponds to him to thecontributor by concept of tributes, the same one also helped to consolidatemanagemental processes, such as the creative planning instead of theroutinist, the tributary valuation of the reputation in he himself level of thefinancial capital and contributions instead of the evasion, being these lastfundamental ones for the improvement of the quality of life of the population. Venezuela hasta finales de la década de los ´80 fue conocida en el mundocomo un paraíso fiscal, por ende resultaba atractivo para aquellosinversionistas que deseaban multiplicar sus ganancias a cambio de muypocos impuestos. No obstante, a partir de 1993 comenzaron a vislumbrarsesituaciones en la economía venezolana como precios bajos del barril depetróleo, ingresos públicos insuficientes, que conllevaron a sus mandatariosa realizar cambios en el ámbito económico apoyándose en el marcotributario. De manera tal que a partir de entonces todos los ciudadanos seencontraban en la obligación de colaborar con las cargas públicas delEstado, recayendo la mayor responsabilidad en las personas jurídicas. Puesbien, en el transcurso del tiempo el Gobierno continuó realizando reformascon el propósito de perfeccionar la exacción tributaria, ampliando la baseimponible e incrementando las sanciones pecuniarias, creando la penaprivativa de libertad para aquellos que cometan delitos tributa e inclusiveextendiendo la responsabilidad solidaria a los Asesores y Asesoras en estamateria. En tal sentido, considerando la alta presión fiscal que actualmenteexiste en Venezuela, el presente estudio tiene como propósito analizar losaspectos generales de la planificación tributaria en dicho país, tales comoconcepto, características, Políticas y Metas Tributarias, así como suImportancia. Concluyéndose que la Planificación Tributaria es unaherramienta administrativa que tiene como finalidad determinar el pago de lacantidad justa que le corresponde al contribuyente por concepto de tributos,la misma también ayudara a consolidar procesos gerenciales, tales como laplanificación creativa en vez de la rutinaria, la valoración de la reputación enel mismo nivel del capital financiero y los aportes tributarios en vez de laevasión, siendo estos últimos fundamentales para el mejoramiento de lacalidad de vida de la población.
