The tourism as agent of social and urban transformations in the Pampulhas' territory: from 1940 to the present

This paper discusses the changes in visitors’ frequency and activities that took place in Pampulha, the famous architectural complex in Belo Horizonte, Minas Gerais, from its implementation in the 1940s to the beginning of the twenty-first century. Once enjoyed by the city elite, the transformation process in that complex began with functional changes in the original buildings designed by Niemeyer, a downfall in its prestige by the late 1950s, and continued with the launching of new, more popular, leisure and sports facilities throughout the period.
The essay is based on some fundamental concepts of Tourism and Urban Planning and aims at demonstrating how the ‘territories’ in Pampulha have changed in meaning and atractivity. In accomplishing this purpose the paper presents a visitors’ survey together with a behavioral observation field research and a few land use files; they indicate that the current visitors’ profile, their motivations and satisfaction levels with the sites correspond to the public policies implemented in the area. Neste artigo, discutem-se as transformações que ocorreram no Complexo Arquitetônico e Paisagístico da Pampulha — Belo Horizonte, Minas Gerais — após as diferentes apropriações de seu território. Tais transformações se deram depois da perda da função original dos edifícios do conjunto e da inserção de novos equipamentos arquitetônicos de uso voltados para lazer, esportes e turismo, de utilização mais popular.
Para tanto, utilizam-se conceitos fundantes do urbanismo e do turismo e, por meio da análise de pesquisa de campo, procura-se demonstrar a alteração no perfil dos usuários da Pampulha, com o objetivo de auxiliar o estabelecimento de novas políticas públicas para o local. Pela pesquisa, demonstra-se que os novos usuários daquele território já não pertencem mais à elite e vêm, em sua maioria, do interior de Minas Gerais, em função das ações governamentais implantadas naquele local desde o final dos anos 1950.
