The article examines the role of the Imperial Public Archives in Brazil at the time of the construction of Brazilian nationality, in XIXth century. The author tries to understand the unexpressive presence of this institution, which gave place to the National Archives, in the administrative structure of the State during all its existence. Having in mind the European national archives created in the same period and the characteristics of the new Brazilian state, the author describes the difficulties Public Archives had to face to play a role proper of this kind of institution because of the policy of secret inherited from Portugal.O texto aborda o papel do Arquivo Público do Império no momento de construção da nacionalidade brasileira, no século XIX, buscando compreender a inexpressiva presença dessa instituição na estrutura administrativa do Estado ao longo de sua trajetória. Tendo como referência os arquivos nacionais europeus, criados no mesmo período, e as características do Estado brasileiro em formação, o texto discute as dificuldades encontradas pelo Arquivo Público para cumprir os objetivos inerentes a esse tipo de instituição, devido à política de sigilo herdada de Portugal.
