Although Brazil is spending about 4% of its GNP on health care, many Brazilians cannot get the service they need, especially because services are inconveniently located. The maldistribution of health resources in the country is a cause of concern. It can be claimed that the failure was, in part, that of management Because the majority of executives in the Brazilian health care systemhas no managerial qualification and most of the entrepreneurs were attracted by the seductive temptation to increase their earnings, they missed the opportunity to improve the quality ofpatient care and the efficiency ofthe whole system in arcas like administration ofhuman resources, management control systems, administration of operations, and the formation of a management philosophy. Demonstração de que o fracasso do sistema de saúde brasileiro se deve em parte à falta de gerenciamento nas organizações de saúde, tanto do setor público quanto privado.
