dc.descriptionThis paper discusses impunity understood as a process that takes place within the security and justice agencies. The results of the latest research about the homicide of children and adolescents in the city of São Paulo, Brazil (1990-1995) have proven that it is possible to quantify and qualify impunityin this felony. Although it was believed a priori that it would be possible to prove the existence of impunity, the results of the investigation of all the cases in a specific period, from the fact itself to its judicial outcome, were astonishing. They revealed a picture of intense violence against children and adolescents and unraveled a few myths about the phenomenon, as well asallowed the establishment of a typology of those crimes and of the difference between homicide and extermination. It is important to reiterate that the results show that criminal justice, by means of the actions of security and justice agencies, ends up by favoring impunity.en-US
dc.descriptionEste artigo discute a questão da impunidade entendida como um processo que se constrói no interior das agências de segurança e justiça. Os resultados da última pesquisa sobre os homiddios de crianças e adolescentes no munidpio de São Paulo (1990-95) demonstraram ser possível quantificar e qualificar a impunidade neste tipo de delito. Embora a priori se acreditasse que seria possível comprovar a existência da impunidade, os resultadosmostraram um quadro surpreendente, através do  acompanhamento de todos os casos de um determinado período, do fato em si ao desfecho processual. Os resultados mostraram um quadro de violência intensa contra a criança e o adolescente e permitiram que se desfizessem certos mitos sobreo fenômeno, além de possibilitarem a construção de uma tipologia desses delitos e estabelecerem a diferença entre homiddio e extermínio. Reitera-se que os resultados mostraram que a administração da Justiça Criminal, através da atuação das instituições de segurança e justiça, acaba por favorecer a impunidade .pt-BR
