Resumen
This paper investigates population misreporting in Brazil from 1991 to 2010. We first document that there is a discontinuity in the population distribution. But only for Census years. Next, we estimate the elasticity of population (mis)reporting with respect to intergovernmental grant which ranges from 0.3 to 2.5. Last, we find that not only political variables operate to help those municipalities to obtain more federal funds, but also fiscal autonomy and how close is the local population office bureau to that cities.
