Resumen
Managing cities and conceiving public policies in a context of increasingly fast social and technological changes are challenges that have led to debates and reflections in various sectors of society. But at the same time new technologies are introduced, many cities have low capacity to transform the data generated into relevant information. This causes loss of an opportunity to resolve public problems and promote social and economic development based on these data. This investigation identifies to what extent the urban data are available and accessible regarding five Latin American cities – São Paulo, Montevideo, Quito, Xalapa and Miraflores – and verifies the quality of these data for the purposes of planning sustainable urban policies. Based on this analysis, the study describes a consistent prognosis and makes a set of recommendations to improve the publication of data and create opportunities to model public policies for open innovation and generate public value attributed to the available open data.
