Intervención del Estado venezolano en la economía

Las sociedades de los dos siglos anteriores y la presente, se enfrentaron y se enfrentan a la disyuntiva de escoger entre dos sistemas económicos radicalmente opuestos: el primero, liberal, con libre formación de los precios, libertad de elección, libre competencia, libre entrada y salida de los mercados, garantía del derecho de propiedad y libre iniciativa privada. El segundo, un sistema de economía centralizada, planificada, controlada y regulada por el Estado y con exclusión de la libre disposición de la propiedad. Ambos sistemas buscan la máxima felicidad del hombre pero con diferentes paradigmas.
En la tesis se analiza la Constitución económica venezolana, los sistemas económicos señalados y la real posibilidad de implantar uno u otro régimen socioeconómico, acorde con lo previsto en la Constitución de la República Bolivariana de Venezuela. Del análisis se concluye, que ambos sistemas extremos tienen virtudes y defectos y que los Constituyentes de 1999, establecieron claros principios para que en cada período constitucional, se apliquen más o menos conceptos de ambos, pero sin llegar al extremo de ninguno de los dos; además, existe la facultad del Estado para intervenir en la economía, pero también existen límites a esa potestad.
Por último el autor define cuándo puede y cuándo no intervenir el Estado por razones económicas y propone un método de análisis evaluatorio para la toma de decisiones en materia de intervención del Estado en la economía. Societies of the past two centuries as well as the present, faced and are facing the dilemma of choosing between two radically different economic systems: first, liberal, with free formation of prices, freedom of choice, free competition, free entry and output from markets, guaranteeing the right of private property and private enterprise. The second, a centralized economic system, planned, controlled and regulated by the State and excluding the free disposal of the property. Both systems seek the greatest happiness of man but with different paradigms.
The thesis analyzes the economic constitution of Venezuela, the economic systems identified and the real possibility of implementing either socioeconomic regime, consistent with the provisions of the Constitution of the Bolivarian Republic of Venezuela. The analysis concludes that both opposites systems have strengths and weaknesses and the Constituents of 1999, established clear principles so that in each constitutional term, should be apply more or less concepts of both, but not to the extreme of either; also exists the power of the State to intervene in the economy, but there are limits to that authority.
Finally, the author defines when the State can intervene or not for economic reasons and proposes a method of evaluative analysis for the decision making in regard to the intervention of the State in the economy.
