Diseño e implantación de un modelo de indicadores para evaluar la gestión de las municipalidades de piura, Perú

Resumen
En el presente trabajo de investigación se ha diseñado e implantado un sistema de indicadores, con el propósito de evaluar la gestión de las municipalidades provinciales y distritales del Departamento de Piura, Perú. Para la evaluación de la gestión de las municipalidades se formularon 15 indicadores adaptados a las cuatro perspectivas del Cuadro de Mando Integral (aprendizaje y crecimiento, procesos internos, finanzas y clientes) y se introdujo 5 clases de valoración de la gestión municipal (mala, limitada, media, aceptable y buena). Los datos socio-económicos, financieros-presupuestales, de procesos internos y recurso humano, se obtuvieron del INEI, MEF y PNUD y de entrevistas y encuestas a funcionarios municipales. Se encontró que: la perspectiva aprendizaje y crecimiento del capital intelectual es escasamente profesional y con déficit en capacitación y desarrollo de capacidades; en la perspectiva procesos internos las municipalidades presentan una gran deficiencia en planificación y en ejecución del presupuesto de inversiones; la situación de la perspectiva financiera es caótica como efecto de las dos anteriores perspectivas demostrando gran dependencia del gobierno central, nula gestión financiera y déficit en la captación de recursos; en la perspectiva clientes hay un bajo índice de desarrollo humano, deficiencia en los servicios públicos y calidad de vida.
