This research entitled "Alternative Legal-Environmental for the quality of life in the Huarmey Ancash", is aimed at demonstrating that the relationship between the population of Huarmey and Compania Minera Antamina are in conflict over mineral wastes that are not technologically processed, generating an environmental, geographic, social and economic problems; This coupled with the psychosocial problems presented every family in the path results in your life, illness and death. Under our information it throughout the work presented is summarized below: The problematic reality shows us that the city of Huarmey is in the region of greatest mineral wealth; however, state policies have not prevented the harmful effects it has left historical mining in the country despite international law now informs us prior to mining production as is the existence of draft environmental impact legal requirements. Therefore, the non-implementation of the draft environmental impact of mining Antamina SA is investigated in the region and that the distance to reach the mineral waste district Huarmey place as the end of them; generating environmental consequences and further health problems, health, education for the population of Huarmey, which completely altered their way of life and with these problems as education and electrification and collateral services As for the background are considered Multisectoral Technical Commissions, Reflections on physical and socioeconomic impacts of mining facilities, Sustainable Development Strategy of the European Union in the global context of Rio to Johannesburg, to the path of sustainable development of Peru and Provincial Plan Coordinated Development of Huarmey 2005-2015. The investigation is justified, because it will allow contributing to the scientific understanding of environmental risks and increase the quality of life of the population. In addition, this research should lead to make it known that alternative solutions should be used Compania Minera Antamina, to improve the quality of life of the population of the District of Huarmey. For practical purposes, the formulation of the problem is this: What environmental legal alternatives should renew the relationship between Compania Minera Antamina and the Peruvian government to improve the quality of life of the population of the District of Huarmey - Ancash? The delimitation of the theoretical framework is divided into three chapters, as follows: Environment, Environmental Pollution and Quality of Life. The hypothesis developed is worded as follows: "The environmental legal alternatives that should govern the relationship between the Antamina mining company and the Peruvian government to improve the quality of life of the population of Huarmey are implementing environmental legal policy, implementation of the environmental impact, reduce malnutrition, infrastructure and implementation of educational, medical, health and rural electrification " The immediate objective of this research is: Regular mining concessions Legal Policy - Environmental, such as to improve the quality of life of the population of Huarmey. In developing research it has used the scientific method as Universal method inductive methods, deductive, analytic, synthetic, Descriptive and Historical and Legal Hermeneutics and Systematic Method; culminating in regard to technical, these are: Documentaries Techniques and Personal Skills. The results and discussion of this study were: Mining Geological Map of Ancash, Compania Minera Antamina SA, the Province of Huarmey, Public Services: Health, Education, Health and Environmental Electrification and Legal Alternatives for the District of Huarmey. The main conclusion is that it has allowed us to conclude that Ancash is a city whose productive structure dominated by mining, constituting the economic hub of the region, so the Regional Government of Ancash and the central government should work together to promote responsible mining that does not damage the population of the District of Huarmey, establishing programs for health, education, sanitation and electrification especially in human settlements Victoria, Miramar and St. Dominguito District Huarmey. Finally we completed the research presentation literature.
