The present investigation was made in order to determine the influence of the MSE LAW 28015 in labor formalization of the footwear industry in the district in the Future Period 2012. For the present research report descriptive design was used, and the following methods: inductive and deductive method, was applied as research techniques: observation and survey. Which was applied to a sample of 55 taxpayers registered in REMYPE. They concluded that the main causes of why the district MSE El Porvenir not completely formalized their activities and leave the labor informality to enroll in REMYPE, are: little training and tax information footwear entrepreneurs, ie there is little coverage by the agencies in charge of the process of formalization. This also has the following causes: lack of policies to protect the MSE of domestic and foreign competition, high costs of labor formalization, resistance to change on the part of the workforce, lack promoting good practices and labor productivity, consumer demand for products at low prices, lack of support from the state regarding labor and tax obligations of the MSE and low margin.
