Participación ciudadana y mejoramiento de la educación básica en los distritos de Laredo, Simbal y Poroto. provincia de Trujillo

El estudio versa sobre los mecanismos e instancias de participación ciudadana y su
contribución al mejoramiento de la educación básica regular en el Valle Santa Catalina,
distritos de Laredo, Simbal y Poroto; los propósitos que guiaron la investigación fueron:
Identificar y explicar los espacios institucionalizados de participación ciudadana a nivel de
las instituciones educativas y órganos de gestión educativa y su contribución al
mejoramiento de la educación básica regular en el ámbito de estudio; explicar la
participación de las instancias de participación ciudadana vinculadas directamente a las
instituciones educativas y su contribución en el diseño e implementación del Proyecto
Educativo Institucional (PEI); Proyecto Educativo Local (PEL) y Proyecto Educativo
Regional (PER), analizar y evaluar la formación de los consejos participativos distritales de
educación (COPADE) y el Consejo Participativo Regional de Educación de La Libertad
(COPARE-LL) por su carácter de macro representatividad y su contribución a la mejora de
la educación básica regular de la región.
Los métodos que se utilizaron en la investigación fueron: el método Etnográfico, con el que
se describió las características de los espacios o instancias de participación ciudadana en la
educación básica regular; el método Analítico-Sintético, permitió explicar las variables de
estudio y verificar si los datos obtenidos de la realidad educativa, guardan relación con la
hipótesis y los objetivos que se plantearon en el inicio de la investigación, fue mucha
importancia en la construcción del marco teórico y selección de variables teóricas relativos
al problema de investigación. Desde la perspectiva de campo sirvió para explicar y
comprender las características, funciones y competencias de los mecanismos de
participación ciudadana a nivel de instituciones educativas, local y regional, permitió
analizar la relación y contribución de éstos con el mejoramiento de la educación; asimismo,
el método Histórico-comparativo, se utilizó para entender los procesos de formación y
evaluación de las instancias de participación ciudadana y su vínculo con las instituciones
educativas locales; y el método estadístico, que se aplicó para procesar la información que
se recogió mediante una encuesta aplicada a los líderes locales y docentes que fueron las
unidades de observación en el desarrollo de la investigación. El estudio se ha llevado a cabo
tomando como unidades de observación una muestra de instituciones educativas públicas de
los tres distritos (Simbal, Poroto y Laredo), con mayor predominio del nivel de inicial y
primaria, fueron consultados los docentes y los directivos mediante entrevistas a profundidad y encuesta de recojo de información, cuyo propósito fue medir las percepciones e iniciativas
de éstos en relación a los espacios de participación y su contribución al mejoramiento de la
educación. También fueron consultados los líderes locales para conocer la percepción que
tienen de la educación y los espacios institucionalizados de participación local y regional.
Los resultados muestran un proceso germinal de participación organizada y sustentada en la
delegación de representatividad otorgada democráticamente en las organizaciones de base,
o como integrantes de organizaciones de composición interinstitucional. El paradigma de la
educación como estrategia de superación de la pobreza tiene la fuerza que impulsa la
representatividad y participación ciudadana, siendo las mayores preocupaciones el
mejoramiento y/o ampliación de la infraestructura de los locales educativos, la
implementación y equipamiento de mobiliario, el equipamiento de medios didácticos, la
necesidad de mayores orientaciones cívicas y ético-morales al educando, la capacitación
docente y la participación en actividades cívico escolares. The study deals with the mechanisms and instances of citizen participation and their
contribution to the improvement of regular basic education in the Santa Catalina Valley
districts of Laredo, Simbal and Poroto; The purposes that guided the research were: Identify
and explain the institutionalized spaces for citizen participation at the level of educational
institutions and educational management bodies and their contribution to the improvement
of regular basic education in the scope of the project; explain the participation of citizen
participation instances directly linked to educational institutions and their contribution in the
design and implementation of the Institutional Educational Project (PEI); Local Educational
Project (PEL) and Regional Educational Project (PER), analyze and evaluate the formation
of the participatory district education councils (COPADE) and the Regional Participatory
Council of Education of La Libertad (COPARE-LL) for its macro-representative nature and
its contribution to the improvement of regular basic education in the region.
The methods that were used in the investigation were: the Ethnographic method, with which
the characteristics of the spaces or instances of citizen participation in regular basic
education were described; The Analytical-Synthetic method, allowed to explain the study
variables and verify if the data obtained from the educational reality, are related to the
hypothesis and the objectives that were raised at the beginning of the research, was very
important in the construction of the theoretical framework and selection of theoretical
variables related to the research problem. From the field perspective, it served to explain and
understand the characteristics, functions and competences of citizen participation
mechanisms at the level of educational institutions, local and regional, allowed to analyze
their relationship and contribution to the improvement of education; Likewise, the
Historical-comparative method was used to understand the processes of formation and
evaluation of the instances of citizen participation and their link with the local educational
institutions; and the statistical method, which was applied to process the information that
was collected through a survey applied to local leaders and teachers who were the
observation units in the development of the research. The study has been carried out taking
as an observation units a sample of public educational institutions of the three districts
(Simbal, Poroto and Laredo), with greater predominance of the initial and primary level,
teachers and managers were consulted through interviews with depth and information
collection survey, whose purpose was to measure their perceptions and initiatives in relation
to the spaces of participation and their contribution to the improvement of education. Local leaders were also consulted to learn about their perception of education and institutionalized
spaces for local and regional participation.
The results show a germinal process of organized and sustained participation in the
delegation of representativeness granted democratically in the grassroots organizations, or
as members of organizations of inter-institutional composition. The paradigm of education
as a strategy for overcoming poverty has the force that drives representativeness and citizen
participation, the greatest concerns being the improvement and / or expansion of the
infrastructure of educational premises, the implementation and furnishing of furniture,
equipment of didactic means, the need for greater civic and ethical-moral orientations to the
student, teacher training and participation in civic school activities.
